Captain Phillips began his law enforcement career in 1996 as a police officer with the Tallahassee Police Department. In 2001, he was hired by the Broward Sheriff's Office as a deputy and assigned to road patrol in the Deerfield Beach District. Throughout his career, his primary focus had been on training and deputy development. He has served as a field training deputy in the Field Force Unit, specializing in crowd control and management and Hostage Negotiator/Crisis Intervention. 

In 2013, he was promoted to sergeant, working in Central Broward/ Lauderdale Lakes District, Deerfield Beach and Tamarac Districts. In these various assignments, he has held the position of road patrol supervisor, field training coordinator, administrative sergeant and hostage negotiator team leader. He was promoted to lieutenant in December 2017. He has held the position of patrol commander in the Deerfield Beach District and executive officer in Tamarac District. Captain Phillips was promoted in August 2020 and assumed command of the Central Broward/ Lauderdale Lakes District.

He also proudly serves in the Air Force Reserves as a member of the 482 Security Forces Squadron at Homestead Air Reserve Base, currently assigned to the Combat Arms Unit. Captain Phillips earned his bachelor's degree in criminal justice from Florida A&M University and a master's degree in executive management from Florida State University. Additionally, he is a graduate of the 84th Southern Police Institute Command Officer's Development Course and a recipient of the FBI LEEDA Trilogy
